    Letter Of Petition In Misery To Call For Help

    Respectfully to:

    - Every Vietnamese citizen throughout Vietnam
    - Lovers of justice, truth, and peace
    - The faithful and clergy in the Catholic Church of Vietnam.
    - The conscientious officials in the ruling system.

    I am Trần Thị Mạp, 85 years old. mother of Đoàn Văn Vươn, Đoàn Văn Quý, Đoàn Văn Sinh, and grandma of Đoàn Văn Vệ; mother-in-law of Phan Thị Báu and Nguyễn Thị Thương. These children and grandchild are victims of a seizure by the local government at Cống Rộc, Vinh Quan village, Tien Lang District, Hai Phong City.

    Ladies and gentlemen,

    As an aged mother, I wrote this letter of petition in misery to call for help from all walks of life, and seek justice for my children and theirs. I wish the facts to be known, as follows:

    In reply to the appeal from the government to boost the economic development, after several decades, my children toiled to fight against the nature by turning a seawater-covered area into a cultivable zone. He built a dam to prevent seawater and made a large lot of quarry into a shrimp farm. During the process my children had to pay high cost of laborious sweat, blood from wounds and tears of strenuous efforts.
    Unfortunately, when it was about time to collect the fruits of my children’s labors, the local authorities illegally plotted a number of procedures to take over the area. Particularly on January 5, 2012, a big crowd including government officials, policemen, and military troopers surrounded the area, robbed and destroyed everything my children had, even their residence, which is out of the zone.

    To react against such an illegal threat, my children did their best to protect their property. The incidence was fully covered by the national media, and the Prime Minister himself declared such an action of the local authorities was "against the law and the morality of the nation as well."

    Despite all that, the People’s Supervising Committee of Hai Phong City issued a proclamation coded 10/CT-PIA dated January 4, 2013, in which my children were accused of committing "felony murder" and "resisting public agents while the do their job", and that my children will be tried by People’s Court in Hai Phong City, in the first session on the 2nd to the 5th of April 2013 and the second session on the 8th to 10th April 2013.
    Facing this unbelievable plight, my extended family and majority of people in the area are extremely disappointed and agitated. We solemnly affirm that:

    - From early ages, my children, highly educated, have been leading a decent life according to the traditional morality. They have never violated any rules or laws, or any humanistic codes.

    - At the time the incidence occurred, my son Đoàn Văn Vươn was not there. His younger brothers and children were not there, but all underwent false arrest and physical tortured.

    - My children and grandchild did not confront and prevent any so-called "public agents to do the jobs" because the seizure, by nature, was unlawful as confirmed by the Prime Minister.

    The fact that my children and grandchild would be adjudicated upon the accusation of "felony murder" and "resisting public agents while they do their jobs" is immoral, inhumane. It is completely against the Constitution and the Laws. This adjudication is simply an attempt to legalize the crimes of people in the local authorities of Tien Lanh, Hai Phong.

    I appeal to everyone who still has her/his conscience and responsibilities for help. A scheme to corner my children and grandchild to death is weaved by the mighty wrong.

    Again, I affirm that my children and grandchild have never committed homicide; nor have they resisted any public agents in doing their jobs.

    Please save my children and my grandchild.

    Please save the innocent victims.

    Please have your voice heard and action seen.
